I'm a bit late for the party Sarah but they are pencil toppers. Something that I believe she also missed was the tower can be used as a display. In front of each door there's a little peace that you can fit the character on top. That may have been the original reason for putting the holes in the bottom but I did see an opening where she fit them on top of pencils. This is nice because you can always have them keep you company while you're writing. LOL greetings from Vancouver Canada.
