I think he is in musth period, normally elephants during their musth period it will not allow anyone go near, but because of your family member's long time love and affection, he is keeping quiet. I don't think even the mahouts, owner, caretakers, natives, elephant lovers or any one related to the elephant would like to put them in chains. Unfortunately, we are domesticating/ capturing them and because of their sheer power, unpredictable behavior, and capability for destruction they are forced to chain them up. Many docile ones remain chain less for long spans. So if horses, elephants, etc are no more required as work animals, war beasts, or as adorned animals, in this era, then it is upto Governments to enact captivation of these species as illegal.
Let the elephants live a cage free chain free life with no human interference around ..wild animals should be left out in wild only where they belong ...
