Because the hose, stainless steel tubes have weight. And the floor nozzle required a complete sealed (means no leak) to be able to cling on the wall. So if it can cling on the wall, means when you are vacuuming, everytime you push front and back, you are sure the floor nozzle going to pickup the most dirt and dust possible from carpet or floor.
