For anyone looking into building Herta: don't build her just for her follow-up attacks. It's triggers once per enemy. Her main sources of damage and buffs are her skill and ultimate. The Hunter set is best on her.
For me it depends on what else are you farming for. If you want to get wind set for supports then ice is better. But if you're building dot with prisoner then duke is better. Both sets will let you clear well enough that it just depends on efficiency of trailblaze power.

I just got Himeko from the 300 pulls so its the opposite for me, at least now my Kuru Kuru has reached peak performance in peak fiction since I am now able to hear that damned line every .1 second.
Herta is the first character I maxed out in terms of traces (after one year of playing and 41 characters lol) and she’s so fun to play (e6) and excellent for farming
Fun fact you don't need 134 speed for pure fiction because it works differently from moc, moc uses cycles in which having 134 speed allows your characters to go twice and hopefully clear before the cycle ends so your characters' action value resets at the beggining of the next wave and you can go twice again. Pure fiction however works similar to apocalyptic shadows where it's basicaly just one big cycle so reaching 134 speed is not required cause you don't get that action value reset each wave so you can have 133 speed it won't make any difference. Also speed is fine with herta especially because you use her with jade but it's not totally necessary just because her follow up attack can be triggered out of her turn as long as you have another dps to lower enemies to 50% so she work kinda like a clara where you might as well focus on crit rather than speed unless you really want your jade to be the main dps and you don't really care about herta's personal dmg

Herta is SS+ tier in pure fiction so i wouldnt say she is just "alright"

my herta was dealing 50k+, 100k+ dmg in stage 3 2nd stage ice weakness on all enemies and 50k+ on non ice weak enemies stage 4
Herta is e5 without gatcha, unless I've completely missed the e6 somehow (I have 90% of all 4 modes done, and base SU is 100% done)
