Claudius playing the fool in order to survive, shows how smart he was. He even managed to survive Caligula's terror regime. In a royal family were assassinating relatives to get rid of rivals was the norm, being shunned and considered an idiot could save your life. Claudius was despised by his own mother because of his physical defects and shyness. He had a tendency to stutter too. However, Suetonius noted that his stuttering and stammering improved pretty noticeably after he became Emperor. Claudius did a pretty good job in being an emperor.

Yet he turned out to be a very talented administrator and military strategist. Claudius was actually probably the first ruler to assume the function of a central bank and fight a credit crisis by what we know today as "quantitative easing". When the Roman moneylenders conspired to drive up interest rates he opened his coffers and started to lend money at lower rates until the artificial credit shortage was crushed and the market worked normally again.

One perhaps mischaracterization in this video is at 21:08 when images of Roman civilization are used to illustrate Claudius's accomplishments. One of those images is of the Flavian Amphitheater, better known as the Colosseum which did not yet exist. It's construction was started by Emperor Vespian, the first of the Flavian dynasty, around 70-72 AD, and finished by his son Emperor Titus.

Scholars nowadays believe the whole curtain tale is likely a fabrication based on the topos of 'recusatio imperii'; Claudius was likely behind his nephew's ultimate demise (see Barbara Levick's account on Claudius' life) so... he was indeed an usurper. On the other hand, Claudius' reign is seen in a mixed way; he was an efficient, competent ruler (just like other hated rulers like Domitian and Tiberius), but also an oppressive and cruel one - hell, he started having trials in his own bedchamber, a practice that was not consistently used by none of his predecessors. He was also a particularly cruel and gruesome individual, with an obsession with gladiatory and circus games. Senate did not like him for the way he came to power and for his authoritarian manners, which forced Claudius to rely on his freedman - he probably did not have any intent of centralization in mind. Unpredictable, both quick to anger and almost passive, he probably was a smart but not a pleasant human being. But none of the Julio-Claudians were, so.
