Tbh I actually think Homelander vs Shin is a more interesting matchup. Imagine the title of it could be "A lab grown God wannabe vs a God incarnate"

I think it should be worth mentioning that A-Train was also amped when he was dodging those light attacks, which should mean that he (alongside everyone else) doesn't scale to SoL or higher, even more so considering Homelander's lasers act more as energy rather than say pure light (doesn't reflect on things for example). Also i don't know stuff like the comics but i have heard Stormfront there created a Megaton storm, which is impressive. But again, i don't read the comics, and Minus One should still win more times than not
Comics and show are CLEARLY different canons. Homelander was actually strapped with a nuke because it WOULD kill him.

Also, something you didn't mention. We know Soldier Boys energy blast can remove supes of their power, and it's sort of implied ir was going to work on Homelander. So, even if we say Homelander is city level, and tanks MO beam, it may get rid of all his powers like what SB was able to do to Kimiko

Yeah, minus one bodies, not a one tap, but one attack from minus one is enough to damage homelander, and at a higher end without breath included kill him. His regen would be to fast for homelanders small range of ap here to do any significant damage, and if you scale his atomic breath in most ways not only is it lowballed city+ for one shot, but you can get it to large city level via the mushroom clouds size. Meaning two shots alone which he can get off pretty well is mid mountain level range. Of which homelanders highest of highballs is barely mountain, and is based off of a "maybe" of which has been debunked by the show, and comics alike many a time.

His adaptation does not take minutes at all, that's a bold faced lie. Shin took literal years to get to his first forms and then an unknown amount of time for the second form which considering the government could literally have multiple drawn out meetings and conversations, along with holding conferences for the press it'd suggest his transformation into the second form took hours, same for the third form as he rampages through Tokyo in a straight line and people could evacuate.
His fourth form objectively took over a day as Godzilla had literally fled from Tokyo into the water when it was evening and reappeared in the morning. He then takes hours till he is injured by the bunker bombs which are at night and upon using his Heat Ray he takes literal WEEKS before he can wake up.
All you said is objectively false. Appearance alone says nothing of Godzilla's Heat Ray being the strongest as it has no showings or statements to it being powerful. At best his Nuclear Reactor is stated to be worth several nuclear bombs upon rupture which would be all his power at once exploding and killing him.
