It's official: Counterstrike's AP ratios have been nerfed in patch 14.2. They are literally target nerfing Baus.

As far as I can tell they're nerfing the flat damage and max health damage on E not the AP scaling
In their defense, baus is simply doing QA in high elo, finding the most efficient builds for his 1v9 playstyle, which strictly speaking is counter to the balance of a team game if he can achieve an excessive winrate with almost no difference regardless of teammate skill.
Listen to Phreak's Patch rundown, they are looking at Galio too (no nerfs yet)
