I think the indigenous people who are black and currently live in Africa should bring about the best possible United States of Africa WITHOUT ANY FOREIGN INFLUENCE. When Africans themselves decide- maybe divide the continent into 5 or 7 large countries based roughly on geographical/cultural regions. This would then serve as the base for a new more focused African Union. Larger, fewer countries would be able to use the natural resources more efficently.
While you at it divide the US into huge regions based roughly on geographical/cultural regions. We can have the southern states the western states the Eastern and central states. How's that for unity.
