It is the exact same as when (here in Canada) that consecutive sentences was unconstitutional (horseshit) all sentences were changed to concurrent & let them fly be free.
This is not Canada, you need to remember that. It absolutely does matter when the laws were created, you can't apply a law retroactively. For example, there are millions of people locked up for decades for selling weed, even though in many states it is been legalized. Yet those people are still required to serve their full sentence.

was changed in 2018 & all sentences that were consecutive were converted to concurrent sentences. Essentially allowing a person to kill as many people as possible & serve the time of 1 sentence.

That's true. You can't take an old crime and apply the new law to it. There are many cases of people committing heinous crimes in the 50's/60's who got caught in the 90's when they perfected the DNA testing but they had to be sentenced according to the law that was in place back then.
