Jupiter, vedic astrology doesn´t use Neptune, Uranus or Pluto
Jupiter is Pisces ancient ruler, (due to the fact telescopes were not like todays), so just roll with it.

How does one interpret a seventh house lord (Mercury) in the 5th house but in conjunction with the Sun? I am confused as to whether or not combustion becomes a factor in this interpretation.
Mercury is combust several times of the year and is one of the few planets that's not so affected by it. If 2 planets are in the same sign conjunct by one degree or less, I believe it's the planet at the lower degree which "wins". Not sure what the Sanskrit term is for that particular yoga.

Thank you kindly for that response. Mercury/Sun relationship always leaves me with confusion. Some say Mercury can withstand the heat, even go far as to saying that Mercury becomes the Herald of the Sun. Others say Mercury becomes weakened in the chart. Such contradictory information and it is difficult to discern what is correct.
harlequin75 Different astrologers have different interpretations. Kapil has a video on this. Just do a search for: Budha Aditya Yoga in Jyotish (Sun and Mercury conjunction)
i have similar placement in D1 chart. saturn in fifth house scorpio, but have saturn and venus together in 3rd house libra in D9. How do i interpret it?
If you have Venus at 0 to 15 degrees Libra, it's in mooltrikona. While not as strong as an exalted Venus at 27 degrees Pisces, it's a very good placement. Saturn is in exaltation at 20 degrees Libra. Venus and Saturn also happen to be friends of each other. You can also check out Kapil's 7th lord in 3rd house video. The information there should be good for your D9 chart as well.

So i just know that Venus and Saturn are in Libra in D9, in D1 , saturn is in fifth house scorpio, fifth house lord mars in fourth house libra and venus - the fourth lord in sixth house saggitarius. BTW i would check 7 lord in third house vdo again.
Dharmesh Patel Most Vedic astrologers don't bother with degrees in the D9 chart. However, Ernst Wilhelm does, but he uses tropical positions instead of sidereal, so you might get an entirely different D9 chart at vaultoftheheavens dot com. I believe the D9 chart is calculated thus: 30 (degrees) / 9 = 3.33. For an Cancer D1 ascendant, the first 3.33 degrees would be in Cancer, the next in Leo, ... , and the last 3.33 degrees in Pisces. Some paid Vedic astrology software would do all these calculations, I imagine.

As a man of Cancer Ascendant , My 7th lord Saturn in 5th with Mercury , aspecting Debilitated Jupiter in the 7th , Is it good ?
In astrology the whole chart must be taken into consideration, and the navamsha (D9) chart as well as the D1 (rashi) chart. Mercury's a fast planet, and Saturn a slow one. It depends how close they are to each other. Saturn in the 5th house can indicate having children later in life, interruptions in higher learning, and so on. Normally speaking, having any planet in the 7th house isn't good for marriage, but since Jupiter's debilitated, then that would lessen any "negative" aspects Jupiter would bring to the 7th house: cheating, multiple marriages, etc. Having a planet aspected by Saturn isn't always a bad thing. Saturn can bring focus and discipline to Jupiter in your case. And in marriage you want to look at your partner's D1 and D9 charts as well. One relationship I had for 3 years I was using Western astrology. Both of our Moons were in each other's 7th house, close to the 7th-house cusp. In your case a woman with Capricorn Lagna or Moon might be a good thing, Moon as long as yours is in Cancer, Leo, Virgo, Libra, Scorpio, Sagittarius, or Capricorn (at a lesser degree than hers). That's only one thing to look at (or for).
In D1,My 7th lord Saturn in 5th at 10'29'' with Mercury at 16'22'' (about 6' Difference between Saturn & Mercury in Scorpio).I have Moon in Aries with Rahu in my D1.
In My D9 Chart , Jupiter is Exalted along with Rahu (North Node of the Moon) in 11th House (Virgo Ascendant).
But the Problem is,In My D1 Chart,The Planet Venus (The Karaka of Marriage & Wife) is in the 6th House at 0'17'' with Sun , which is at 7'00'' (about 6'43'' Difference between Sun & Venus in Sagittarius,according to KRS, it is greater than 6'20'',so,Venus is not Combusted,It is only burned) aspected by Rahu from the 10th House. Uranus is uncalled for in Hindu astrology. They only consider the 7 planets (Sun, Moon, Mars, Mercury, Jupiter, Venus and Saturn) plus Rahu & Ketu (North and South lunar nodes). Uranus, Neptune and Pluto are out of the picture.
