Correction. It only does 15 damage if you get an ability to assign it's toughness as damage

The Pride of Hull Clade doesn't require you to assign damage as toughness to draw the cards; it's ability simply draws you the cards equal to the attacker's toughness if it connects.
But yes, you need to be able to assign combat damage equal to its toughness for it to deal 15 damage, which is why so many of those types of cards are included.

What do you think about Visions of Dominance for the deck? The commander has such a high mana value and would give the flachback cost a huge reduction

The reduction is huge but since the deck isn't about +1/+1 counters, I wouldn't necessarily include here. Maybe in Karador since you can self-mill for reanimation, so flashback would help there too. But the Pride just cares about booty.
