They aren't breaking up. I'm going to explain why... it's going to be kind of long, so I apologize in advance! What is most likely happening is Yuuri (I believe incorrectly) interpreted Victor's enjoyment of everyone's performances to mean he wants to get back out there and compete, so he's only ending the coach/student relationship after the GPF, not their romantic relationship. I say incorrectly interpreted because of a huge translation error in the scene of Victor with Makkachin in the snow: He didn't say "it held me back". He said "it was like a shackle closing around my neck". Competing had become a shackle around his neck. He doesn't want to go back. At all. He enjoyed everyone's performances because he loves the sport, that's all. For all intents and purposes he seems to be perfectly content and HAPPY being with Yuuri personally and as his coach. Also, Yuuri has proven time and time again that he is an extremely unreliable narrator of his own story. His anxiety is tinting the way he's seeing things again. Most likely this is one of those "if you love something set it free" moments. Yuuri is setting Victor free to compete again rather than be his coach. I don't think Victor is going to take him up on that offer because he has no desire to compete again. If you look at any footage from the previous competition season, he looked miserable in all of it. So, Victor is probably going to figuratively come right back to Yuuri by saying he doesn't WANT to compete, what he wants is Yuuri. As for the previews: Take note: Victor is wearing his ring. We don't have a clear enough shot of Yuuri's right hand to see whether or not he has his, but I believe he does. Also, think back to episode 7 after Yuuri's breakdown in the parking garage. When they came back into the arena they were both looking in opposite directions and looked really uncomfortable. And what did Yuuri do after that? Skated one of the best programs of his life. Victuuri is end game. Both Victor and Yuuri's FS programs point to this. We know that Yuuri's FS "Yuuri on Ice" is the story of his skating career. He always flubs up at the end of it because he doesn't know what the end of his story is yet so he gets mentally preoccupied thinking about it. Personally, I think that something is going to happen at the beginning of ep12 (since we see the conversation continuing in the preview) that will cement the end of that story for him and give him the closure and confidence he needs in order to finally, FINALLY, skate a clean FS. As for Victor's FS from the previous season, "Stay Close to Me", the whole song is a love story between two men. What's most important (to me at least) are the last couple lyrics: "Let's leave together now. I am ready." To me, this means that after this season both Victor AND Yuuri are going to retire permanently, together, because they both have the closure they need to their competitive careers and they have each other now, so they're ready. So worry not! I was freaked out too the first time I watched this episode, but it's not as bad as it seems! Kubo herself has said that she's going to protect this world she's built "if it's the last thing she does". If Victuuri are no more, what is there to protect? Trust Kubo! We're going to get that wedding, gosh dern it.

I think that when Yuuri saw Viktor watching the other skaters he felt like Viktor missed skating and Yuuri probably felt as if he was holding Viktor back from his dream by asking him to be his coach until he retires. That's why he wants to"end this" as in end Viktor being his coach. Because Yuuri believes that if you truly love someone, you have to set them free!
