Thinking why couldn't they attach a cleaning or hydro blasting head to a remote controlled man lift like device. An even use GPS to map areas to be cleaned permitting a robotic cleaner to operate semi-independently. Looks like something of this nature has finalky been developed.

I think I found the slowest, most mind-numbing job out there. But kudos to the guys who can do this necessary project.
you should check out the airport runway cleaning videos. I think that they are just as slow. In fact, that is what this looks like.

Maloy7800 they did..im sure that was the intention.A fresh coat of anti corrosive followed by an anti fouling paint is the sop in hull maintainance.
Having fought barnacles on my own liveaboard sailboat hull, I will attest they are evil.

That is anti-fouling to help slow barnacle growth, and it usually has rust inhibitors in it as well.
does water jetting give the required substrate profile and what do you do about the blasted area that has already oxidized?
