Have you ever thought of getting a DJI fpv drone and just chase it with the drone. I’ve seen other guys do this. I believe there’s even a few CZcams videos of people using drones to fly around their flying pigeons. Why not use this drone to chase the hawk? The DJI fpv drone can go 90 miles an hour so I can keep up.

Young birds need to be kept on the top of your loft roof to just capture the topography of your property. Also the color of your house & loft look similar, try to get the loft to a lighter color to memorize & picture map in the pigeons brains. Feel silly but should work. keep breeding & fostering too....
Maybe you can try get a drone, decent drone, then fly the hell out of the falcon. You need to practice your drone skills first of course haha. But todays drones fly crazy fast and the big ones can even do some physical damage if you know what I mean!
Try to put a loud siren that plays owl sounds it would stress the shit out of the falcons and maybe you could get one of those plastic owls with the spinning heads

Mate it is not your birds, it is your loft environment, birds are freaked and doing their best.. Get rid of that flag, sorry, keep your boy away from the loft. You say say yourself they are getting split, at ,least give them a chance to enter the loft unhindered or scared, they can't concentrate on the landing board, a dive bombing falcon, a flag, kids running around. They don't think like humans, they think like I'm trying to stay alive, give them a chance at home.
Maney those birds aren't going to want to return from training or races with them falcons around,home and loft is now danger to them,unless you get rid of those falcon's them pigeons be useless as racers mate.
