I don't remember that PSA, but it sounds like something they could have made for The Big Help (the "save the Earth" campaign they did every year for a while). Or you may be thinking of the episode of Rocko's Modern Life where they sing several songs about recycling, pollution, etc. The whole episode was basically a PSA, and one of the songs did mention ozone depletion.
yes i remember the talking Nickle-O-Zone O! i used to consider it the older kid Nickelodeon version of Nick Jr's Face even though the O was a lot shorter lived then Nick Jr's Face.

TBH, a lot of this stuff is lost, meaning that they weren't recorded or, they're were recorded but not archived anywhere yet/hard to find online.
