There are more drivers in Russia who are driving while banned, driving without a full licence, driving without any licence or driving with a licence that was issued after another person took the test for them than legal drivers. And that's without considering the drivers that aren't fit due to anger management issues, driving while stoned on unlawful narcotics, driving drunk or driving with a serious medical issue. That leaves about 3 drivers who are in command of their faculties and know what they are doing.
