Big colonies of Kashmiri Brahmin, Gujjars and Sikhs needs to be established in Kashmir. These people should be given employment in that area. Military in that area should largely absorb such people to safe guard the areas. These are the only people who can eliminate the radical people.
yes territorial army should recruit and train able men from those groups inorder to give support to regular army in Kashmir.
