Even as a RM fan, Neymar was already in different category at that age, no doubt about it. Competing with the likes of prime Messi & CR7. Neymar also scored well over 100 goals for Santos before signing for Barca. I also think that Vini had to train to a certain extent to become a great goal threat (like CR7) while Neymar was already astute with his innate offensive skills.
Vini seems to be more professional and focused than Neymar, I think he will improve over time. Neymar on the other hand just drives further and further from the player he used to be as a youngster.

Neymar was only in his first season in Barça so in terms of adaptation he was handicapped compared to Vinicius who was in his 4th season at Real Madrid and was already familiar with the terrain of the high European level and had more time to progress. Even if Vinicius had better stats on this season at 21, Neymar had a better ratio and better control of the game, yet it was only his first season so it was normal that he didn't win as many titles as Vini and that he is not as decisive as him in the great moments. But talent level frankly Neymar is better, even if Vinicius is very strong. The 2 have a very different style of dribbling, Neymar is very modern and avoids contact with his incredible feints and gravitational skills while Vini is more old school and his dribbling is very clinch and even gives him the luxury of being able to dribble past defenders without even touching the ball thanks to his sensational body play but frankly Neymar's dribbling is much smoother and better executed.

Ney is also a better playmaker and finisher than Vinicius that is much more a pure winger. I still prefer Neymar, but we should remember that Vinicius can improve, just remember that neymar improved his free kick and playmaking, when he started he wasn't so great at this two.

Neymar is a pure gem. Vinicius is also good, but he can be easily confined. Mark him and check his pace and he literally ghosts entire games. Only when he has empty space he outpaces the defence and contributes. Apart from that the level of creativity Neymar offered and still offers is just too much to compare with what Vinicius does.

Neymar was playing for Barcelona at 21 (13/14 season) and he had peak Messi to help him in that attack as well as Prime Suarez plus he knew a few years before that he was coming to join either Barcelona or Real Madrid in Spain, so he was better prepared for that transfer. Plus, Neymar wasn't expected to replace anyone at Barcelona so there was a less pressure on him while Vinicius arrived in Madrid at 18 years age and was expected to replace Ronaldo in a team in transition (Neymar joined a prime Barcelona) while Vini only had Benzema to work with in Attack. Both players came to Spain under different circumstances and different pressure levels. 42GA at 21 in an ageing Madrid team plus La Liga, UCL and Super Cup is nothing to joke about. Neymar at 21 was only better at dribbling (Joga Bonito) and freekicks but Vini at 21 is faster, better passing, more consistency + focus and better finishing. Both players came to Spain under different circumstances and different pressure levels. 42GA at 21 in an ageing Madrid team plus La Liga, UCL and Super Cup is nothing to joke about. Neymar at 21 was only better at dribbling (Joga Bonito) and freekicks but Vini at 21 is faster, better passing, more consistency + focus and better finishing. Vini was 18 when he came to Madrid very young. Neymar came when he was 21 and he played 3 seasons with santos. Vinicius played only 1 season with flamingo as his start of his career and he was only 17 and playing regular. Neymar already played 3 seasons already so already adapted to the professional football. People forget you need atleast 3 seasons to raise to your full potential.
