Take notes in Tamil. But practice general writing in English once in a while. It will be helpful for compulsory paper.

If your handwritten in legible, then its enough. UPSC wont award additional marks for handwriting per se

Try solving 2~3 essays per month.(topics from current afairs or previous qns papers) While starting we can't write more than 50~100 words that's fine. After completing GS syllabus and practising answer writing you will get a wide knowledge for writing essay. Start from basics👍
