It doesn't seem like Frankini matches the character description that Cat would give about her brother. The way Cat describes her brother seems be a lot more strange and unhinged than Frankini.

When I watch Henry danger, I realised that on frankini place,the bottom of the mannequin legs,it doesn't have any feet so than I watch victorious I realised on one of the episodes, it have the mannequin feet! So frankini just cut off the feet and put it in his trunk!?

I always knew Cat and Frankini were related from the moment Gomer said he use to hang out with his sister. Dan Schnider has made it very clear that all his shows are not only related but take place in the same universe. There are also a ton of examples of his shows all being connected. Characters from other show meeting each other. Such as Drake meeting Carly and telling her how much she looks like his little sister. Helen becoming the Principle of Hollywood Art. Also, all the characters that look alike (played by the same actor) Megan and Carly, the cop that chased Sikowits and Captain Man. Louis Preston, Triple G, and Lil Biggie. Tori Vega, Shelby Marx, and Lola Martinez. Henry Hart and Flunky. The multiple crossovers iCarly/Victorious, Henry Danger/The Thundermans, Henry Danger/Game Shakers, The Thunderman/Haunted Hathaways. So Frankini being Cats brother was not only probable, but 100% true.

I rewatched "Terror on Cupcake Street" after watching a bunch of Henry Danger and Danger Force, and I _STILL_ didn't notice that one of the cops was Cooper Barnes until today.
I feel it would make sense if Goomer said "I USED to hang out with Frankini's sister" because in some point of Sam and Cat, Cat gets arrested. And unless Goomer quit wrestling or ran away, he possibly would've found Cat's brother and worked with him instead.
Of, Course, He Had another Job working for a singer before he went to Frankini, So, That Might make sense.
If I recall, there was a scene in Henry Danger in a musical episode where they said Ariana was team Frankini when they were trying to help break the musical curse on Swellview

But then at the same time, Helen was there as the principal of HA and she said she used to be a manager at the premier. So does Drake and Josh exist in the Victorious world? Cause Helen is real, what about Carly and Spencer? The iGet Pranky epsidoe, Carly seemed like she was watching Drake and Josh but how can she if Helen exist in their world? But Carly and Spence was Megan/crazy steve. In one Sam and Cat episode, they saw crazy Steve at the mental hospital. In Henry Danger, Ray and Henry interviewed Nathan Kress to find out who knocked Debbie off the roof. But if Goomer used to hang out with Frankini sisters, then Goomer was around when Cat was with Sam and Sam knows Freddie but in Henry Danger, he wasn’t playing the role of Freddie. In one game shakers episode, they went to Nathan Kress. But if Game shakers knows Kid Danger who knows Goomer who knows Cat who knows Sam who knows Freddie……..this Nickelodeon universe is confusing me
You should watch quinton reviews where he explains the Nickelodeon universe, it’ll make a lot more sense but a brief explanation: drake and josh is a reality tv show in ICarly, victorious, game shakers and Henry danger, and for ICarly and victorious, the characters are real people in the universe but they also feature their real life doppelgängers, which explains in an episode of game shakers that Matt Bennett(the actor who played Robbie) Rex( the actual character, not actor) and Helen where all in the same episode. Which makes victorious canon in Henry danger and game shakers, but also makes it where it’s not a real show. It is confusing
In one victorious episode also on the april fools day, Sykowitz actually Called drake bell and said if it was the "bell" at the school, But if drake bell "the actor" was there who is drake parker in drake and josh? because Helen from drake and josh is still the same character then drake bell and drake parker are different person in the same universe??

In the Henry danger episode with the musical, when captain man and kid danger had to sing to break the curse and bring one other person to help them, either Showaz (probably misspelled that) Charlotte or jasper (I can't remember who) mentioned that they called different celebrities to help them defeat frankinini and one of them was Arianna grande who they said she said that she was on frankinini's side, which also is kind of proof that Cat and frankinini are siblings because Arianna played Cat. That might be nothing though but anyways.
