- Two thieves steal a Bait Car but are unimpressed with what's been left behind for them to steal. They are also unable to have a conversation, steal a motorcycle or evade police as the engine is soon remotely disabled and the suspects are tracked down and arrested.

The Integrated Municipal Provincial Auto Crime Team (IMPACT) which is based in Surrey, British Columbia, Canada. Our team consists of eighteen specialized police auto theft investigators from seven police forces in the Greater Vancouver Area. The mandate of IMPACT is to develop innovative strategies to reduce auto crime in British Columbia - this website is just one of those strategies. IMPACT is currently operating four major initiatives: the Bait Car program, Automated Licence Plate Recognition, the stolen vehicle Enforcement Team and public awareness.
IMPACT operates and manages the Bait Car Program for the Greater Vancouver area, Vancouver Island, the BC Interior, and the North - it is now the largest Bait Car fleet in North America. The Vancouver Police Department operate their own bait car program for the actual City of Vancouver, but IMPACT provides bait cars for the surrounding 16 municipalities.
A bait car is a vehicle owned by the police and is intended to be stolen. After a bait car is stolen, the location, speed, and direction of travel of the vehicle is monitored by police dispatchers at E-Comm through GPS tracking. Everything that takes place inside the bait car is caught on audio and video. The dispatcher will coordinate a police response and once officers are in position behind the bait car, the engine will be disabled at the click of a mouse button which allows for the quick arrest of the car thieves.

He was arrested, charged, prosecuted, he definitely shot a man even if it was unintentionally: our cops have been historically pretty hit and miss, so though I'm pretty sure these people are dead to rights, it's not beyond my imagination for a dirty cop to put these kids up to it, and if they had proof, then I'd be cool with a judge deciding they're not criminals.

Not sure if that was his gf or wife. Reason I say this is because he ask her "can you drive" which he would know for sure and she speaks to him casually not in a way a gf or wife would. I've watched a few of these vids and noticed the thieving couples that we know 100% are couples react differently to their partners, either in a loving manner or bickering couple during the capture by police and leading up to it. I think they may be associates, like they know each other but not well, either that or she's a gf of a short time period or mess around.

Your more likely to induce a violent impulse panic and if they possess any weapons they'll more likely use them over given the chance to run over a feild where the cops have a more even chance to have a stand off without getting jumped or hiding guns behind the door.
