Tingyun has DDD equiped, which advance the team's action forward more. So the more she uses her ult, the faster everyone goes! Using it on herself, allows her to use it again a second time more quickly
Hook's ult action advanced forward by 20%+ DDD S5 24%+ Eagle set 25%, so her action value is 3100/98=31.63, which is within 150-10000/90=38.89 action value after robin's ult.

For a 4-star carry and a 5 cost team comp, I have to use 160 spd Bronya to get a extra turn. 160 spd is the threshould before 2 wave robin's ult went out, with the help of S5 DDD, bronya's AV for 2 turn is 17600/160=110, which is 1 off from robin's ult 10000/90=111.111.
See… even hook could zero cycle. So if there is a certain charactermain saying tier list is garbage just because their main is not top tier it is just copium. This MoC is heavily giving advantages to Robin team comp, thats why even Hook is great in there current MoC if paired with Robin, but the question is what if there is no Robin in this video? I guess she wont do this great. In the end meta and tier list is there for a reason, if you afraid your dps get powercrept, just get limited support characters. Anyway, great showcase by the cc 👍
You don't faithfully follow tier list, its should just give someone idea on how much you need to invest on your characters, and if you are now to blindly follow showcase like this, then you pull for the supporrs because the harmony people are the ones that makes this possible.
