Should split the capitals like SA:
- Administrative capital (Arusha, TZ): Tanzania has been on of the most stable countries in Africa and has consistently made a lot of good political decisions
- Financial/economic capital (Nairobi, KE): The money's there, the vibe is there and is very international (lots of tourists and I can see businesses have their HQs in Nairobi)
- Judicial capital (Kigali, RW): Rwanda (love it or hate it) will make you regret turning to crime
- Legislative capital (Kinshasa, DRC): After all of the exploits DRC has gone through, they have the right to establish laws that will benefit them (and all of EAF). DRC also has the resources that will feed the federation and are by far the largest.
As for the other states, Somalia needs to sort its pirate problem + Uganda needs to tell Museveni to retire and South Sudan, well, continue getting good at basketball
This spilt and reasoning sounds very practical and fair. It takes the strengthens of each country and allows them to take leadership in that area and is the most effective way to distribute responsibilities and power.
On the issue of fixing problems in Uganda and Somalia. It’s important to recognise that in order for this union to be successful, we must also recognise that while yes, the benefits of this union will be shared and divided but so will be the problems and those that you highlighted are no longer just for Somalia and Uganda to deal with but for all of us 😌

Same can be said about Tanzania. The capitals should be spread out so we can take the best out of most developed and progressive East African countries and standardise it across the region. Kenya has a lot of great things but so does Tanzania and Rwanda and opportunities must be shared among East Africans not for Kenya to dominate. Arusha is clean, quiet and efficient. Nairobi City is huge, and it is a commercial hub that "does not sleep". I'm on record stating that Nairobi City is East Africa's New York.

Of course it is. Political system is not just about the president. It's also about how the overall government interacts with people. In Rwanda, 15 households have a representative. They choose a day for a meeting every week and point out what's not working, what infrastructure is lacking... Then these representatives meet on village level and then pick priorities. The village leader meet others on cell level. Cell level meet sector level. Sector level meet district level. [Districts are allowed to use their tax money to tackle those issues raised by sectors.] When it's above district level, it's taken to Provence level then National level when Province can't tackle it. In July, the national budget is divided towards these issues. Then, when another July comes, the meetings are held, and the leaders present to people how they tackled the issues, what's lacking, the progress and people have right to suggest a knew leader if they're not happy with his achievements. Another thing, tax is never in cash. Always digital and reflecting to show citizens how much are their, how much are used. Every budget year, the government prints budget books and takes them to villages and highschool for the Citizens to view them in what's called, Guhiga [Setting Goals] and Kunenga [Holding accountable]. Tell me another Eastern African Country that does this.
