What is that black rubber with a plastic in the middle inside the part of the hose that connects to the main water? Do i remove it and throw away or is it part of the hose?

Hi ,could you help me.I have loads spanner’s but not one that fits the bolts ,could you list the spanner as I’m stuck with the washer in the kitchen New Year’s Eve 🤪
