He's not under arrest, he's not detained, no grounds at all, but he cant go, a complete escalation, LIGHTS AND SIRENS and a sergeant, for what ?
And going by what ive seen, talk about causing alarm and upset to a guy like this, he would agree to anything they said.

He could have walked off because he was not under arrest. The bully boys always attack the vulnerable in society. I have had it done to me as a pensioner. The only thing is that I am not vulnerable, and knew how to answer the beggars, and that was by repeating, Where is your evidence, and repeat I did, until the officer shouted Fuck Off, and left.

It was sad to watch this. A man so harassed by police that he's in so much fear that he is traumatised and had you not been there, he would've been handled totally different had you not been there. They would of arrested him for walking away despite not being arrested or detained or done him on public order offence for swearing or wound him up till he could be arrested which would've been easy to do. The officer that lied to him should be reported for malfeasance in public office and failure to properly carry out his fiduciary duties. Telling the man he's not detained or under arrest but refusing to let him leave was a direct violation of his human rights and he did so knowingly, had it have been accidental then it would be misfeasance but he knew what he was doing. That female officer definitely would've hyped up & escalated the situation as she tried to do & only calmed down because she realised she was being filmed & that you clearly wasn't frightened or able to be bullied and tried to act nice for the camera. She clearly can be a nasty piece of work and she'll most likely have him behind bars if he seeks help from her. Actually they should all be brought up on malfeasance. They were just after any which way to arrest him from the start & he was coerced, not informed of his rights and even trying to use tresspass on him. I hope he got the help he needed and Good job.

The guy in video is an example of a vulnerable person with possible mental health issues being conned by the police. An easy target for them when he doesn’t know his rights or incapable of keeping quiet and walking off.
I once heard an off duty cop, who was sat at the next table, brag to his mate that he enjoyed “wrapping up” and being very physical with vulnerable men, like the guy in the video. The off duty cop would deliberately escalate the situation and get the, in a fight.
While genuine career criminals are ignored by the police. Some county police forces haven’t solved one burglary in 3 years.
If any police are reading this, it’s why the public have lost all trust and confidence in you.

Good work from PTTP here - quick off the mark to record this interaction and help a member of the public. The police bucked up their ideas when they were being filmed and this may empower other people to recognise their rights. It seemed like the police were giving out incorrect information and taking advantage of the persons lack of legal knowledge and personality. People can watch this and make up their own opinion. PTTP did not get too involved and effectively only acted as a bystander / independent witness watching the persons back. 😎👍
