The permit Issued by goa government is valid only for goa. It has no validity in any other state. Then too wholesale liquor can be exported in bulk from goa to any other wet state provided the excise for that state is paid to the concerned state. For that a transit permit is issued.
Feni despite its international appeal is considered country liquor. No state will allow country liquor to be brought into its borders, because it directly affects their indigenous production.
Flights may be the only option, but the issue of excise loss remains unanswered.
I think the best option would be to give up on the idea, or smuggle in a couple of bottles on the sly, and take the risk.

I am planning to visit Gokarna which is Karnataka. I am also living in Karnataka. But there is no train from my city to Gokarna directly so I am thing of going to madgaon and then to Gokarna by train. I will purchase liquor from madgaun then go to Gokarna and enjoy there. Then I will take a train from Gokarna to my city…. Goa and gokarna is only 130km .. and by train there is only 1 min storage at every station. So there will be no check possible. Then from Gokarna to Bengaluru.. this is within the state so no check possible
