Well, originally Starscream is the hapless fool that sees himself as some great leader. When in reality he is a coward and rather run from conflict when shit doesn't go his way. Meanwhile, there is Starscream from Starscream from the Unicron Saga that was originally a warrior that was sick of Megatron belittling and disrespecting the proud bot. So he wanted to kill Megatron to prove that he was a better warrior than Megatron. To the point he became an Autobot for a time and he was so freaking cool. Then, had a tragic moment that he sarcraficed himself to buy the Decepticons and Autobots time against Unicorn. Later in the series he came back and slowly morphed back into what he was in G1 Transformer. Being that arrogant bot that hated Megatron and Autobots alike. So he created his own faction for a time. Before failing that and rejoined Megatron's Decepticons at the end of the Unicron Saga. Still, plotting to overthrow Megatron and taking over the Decepticons.
Ok, ok, everyone complaining about how his boss fight was too easy. But. Remember the fight in the space bridge? I COULDN'T AIM BECAUSE OF THE BACKGROUND AND HE USED THE CHEEKY STUN AND JAB.

The second season gave us the Aerialbots, Elita-1, and Orion Pax. So I wouldn't say a drop in quality at all.
Season two gave us the best thing to ever happen to transformers, the combaticons and Bruticus
