yup, most of the frontline students shown in the video have fully maxed skill with UE40/UE50 weapon and T8 gear. the backline support students are usually UE40 (SAyane and Nagisa). personally I think only the important DPS with sunglasses mood (like NYHaruna, NYMutsuki, Mashiro) needs to be UE50 for this season since it helps their damage a lot.
