The Fulani are a Nomadic tribe that moves around the West and East Africa for hundreds if not thousands of years and they intermarriage among other local tribes so you’ll find them basically almost all over West Africa.

They being here does not mean it's part of the tribes in Ghana. Which part of Ghana do they come from? There are alot of Ghanaians from other tribes who speak Hausa, that doesn't mean it's part of the tribes in Ghana.
If you traveling to Europe, you will find a great of people called Gypsies. They don't belong to any specific region or country. So they are nationals of the countries where they have settled....
