thanks for filming that. i love the way the two people fold the flag and move their hands the same time and all those movements that are done when passing the flag from one to another... really good!!

They have no covers because the HG Manual (Latest, Feb '13 ['14 isn't out yet]) states in Chapter 10 "Retirement Ceremony" :
10.2.3. The ceremonial hat and ceremonial belt will not be worn for this ceremony

Now it says in Chapter 11:
11.2.2 that the only equipment needed is service dress.
