Progressive Free Education is when the Government conducts Means Tested Payment of FSHS. Parents will be assessed if they have the means to pay their child’s fees or not. Therefore, they will eliminate their targeted groups

There is a difference between Progressively Free SHS Education and Free SHS Education. Mahama launched Progressively Free SHS Education while Akuffo Addo launched Free SHS Education. The two are not the same, Mahama’s Progressively Free SHS Education was for only Day Students while Akuffo Addo’s Free SHS Education covers both Day and Borders.

Progressively Free SHS is not the same as Free SHS. The progressively Free SHS meant a reduced school fees for the day students back then. Students paid registration fees, admission fees etc.

You’re twisting Mahama’s words in 2016 and using it against him now. “Free SHS” is just a term, what matters is what free shs actually is. Mahama rolled out the progressively free shs by making day students pay no fees, he started building Eblocks to accommodate the higher numbers that will roll into shs when its made free, he made shs free for some selected number of students(orphans and the poor and needy). The end goal was making shs progressively free and that’s what he has started. Nana Addo had a campaign promise to fulfill so he rushed to roll out and that’s why this free shs is facing the problems it is now. I know you know this Paul. Put the term “Free shs” aside and let’s deal with the cracks of the matter.
If he rolled it out, why did he say if he has 2 billion cedis he won't spend it on free shs and it is not possible to introduce free shs or it will take like 20 yrs before any one can attempt to introduce it? What I’m saying is, according to the constitution, shs should be made progressively free, and he did his part during his time, we can’t be hear saying he is against it when he clearly did something to ensure that one day, she can be made free. That’s what I’m talking about.

Have you seen the food they eat? How they are squeezed in their dormitories? Some schools do not have teachers teaching some particular courses so the students are supposed to learn on their own from form one to form 3. Does this make you feel proud of the current free shs situation that someone is campaigning with? If planning had gone into it, it would have been better, and that’s why I’m buying the “progressively free idea.

According to the constitution, shs should be made progressively free. Why? because shs at the time did not have the capacity to take in the huge number of people who were gonna get in when made free. So we first had to pave the way: More schools, more facilities, more teacher, more learning resources, strategic planning into how the policy will be rolled out. Without these, free shs will not stand as strong as it should. Do you agree with these? if no, then you should not continue reading.
1. Did Maham build shs schoolS? The answer is yes.
2. Did he increase existing schools' capacity to accommadate more students? the answer is yes
2. Did he make education for Day students in shs free? the answer is yes
4. Did he make education free for some selected needy students? the answer is yes.
If you think all these did not contribute to the "progressively free shs" as stated in the constitution, then i guess we are talking about very different things. So once we put what they say on campaign platforms aside, the whole argument changes. Besides, what has become of free shs now? Does it look like it was properly implemented. Have you seen videos of 12 students sharing a half piece fish?
