The thing about Xaxos is that if you are supposed to reveal a card and the deck is empty, you start a new deck as normal... so if you trigger his ability on the last turn of the deck, you set the order of the entire upcoming deck. The key with him is to tune his deck so that he's fully charged every time through the turn order deck.

That is correct. Aeon's End is the only popular deck builder where you don't do this. It's a great mechanic and should be adopted by more game designers.
