What would cause the load to always be on no matter the position of the on/off switches

What do u mean the wire to be hot?! u have to remove both switches completely to define which wire is load which is line.

@remoteelectrician they had twisted the hot wire from the source with 2 other switches which was causing the load to always be hot. Still trying to figure it out, but keep getting frustrated.
