The only one of her videos with crazy symbolism I could really get into was Bad Romance because it wasn't that hard to decode and actually had a lot to do with the song. It was really well-done. And then Telephone had nothing to do with anything, Alejandro was just wtf, and this was crazy. Glad she fixed herself up with The Edge of Glory.

She is saying basically that in this perfect society, people would be incapable to appreciate it without the darkness, people who want to judge. It opened with the fantasy of an ideal universe birthed by Mother Monster, and at the same time the mother of evil was born and reproducing at an equal rate.
