  • What is going on everybody, this is TGA, and in this video, we're at HMP Parc in Bridgend, which is a privately operated prison by G4S. It is one of the largest in Wales, prison staff seem ok to start of with but then say police are on the way. I waited at least half an hour for the police by the entrance and no sign.

    Group 4 used to be called Group 6, but the other two escaped. Unbelievable that G4S had to change every lock in Winson Green because an officer lost his keys.

    12:15 Anywhere you can go and can hop on one leg, you can go and use your camera. A camera is not a regulated device so can be used anywhere where you can go without hindrance. The only restriction on holding a camera is inside the prison past security where it has to be held by security.

    6:40 Any private business or organisation can put down double yellows on their private roads and paths. It's just an indication to drivers not to park since it something they understand. It's not legally enforceable like the double yellows on public highways, but it can lead to disciplinary issues when done by employees. But your statement as who you believe put down the markings shows the issue that the private business or organisation raises in that it makes their private road look like a public highway. That they would have to explain it shows that it's inappropriate and they would be better off with explicit signs saying "Private road - no parking, no stopping"

    1:40 The Prison Act, especially section 40D is about recording inside the prison. There hasn't been any case law to further define "inside", but by reading it through and reading section 40E, it's about releasing information in restricted documents (which won't be outside the prison walls). It also mentions certain devices are banned inside prisons - and since you can walk onto prison grounds and not have your mobile phone seized (even if you left it in your car in the prison carpark) means that the definition of inside means inside the walls and past security, not in the grounds and curtilage of the prison.

    parc used to be a mental hospital, they have a visitor centre / there are restrictions how you get there., g4s been fined so many times for fails @parc prison. you dont have to be a prison visitor to visit the site !

    Sec. 33 has your answer.
    In general though, if it WERE another act that needs to be considered, then it would be under the signage that SAYS its illegal. If there is nothing under the sign then the sign, although pretty, means diddly-squat.

      Section 33 is an example of the definition of "public place". There are many other places where "public place" is similarly defined, such as section 74(1) of the anti-social behaviour, crime and police act 2014

    Parc has dronez all the time dropping big parcels off so it's not only the big prisons it happens to I was in parc for 7yrs and it was flooded with drugs

    12:50 An answer to someone who asks not to be filmed is that it is recording evidence. Evidence to use in a possible civil case if anything untoward happens to you or for your defence at trail, so any request to stop filming is akin to perjury. That might shut some people up.

      How can it be perjury?? Isn't that lying under oath?
      Would it not be closer to something like perverting the course of justice? Even then I think that's a stretch, and I'm not sure if it applies to civil wrongs

      @@robertroberts3rd265 We know that, but they don't know that. Perjury is just a simpler term. To many it's the same thing as perverting the course of justice.
      In the UK, it's a legal term and has a legal meaning which only occurs in a court. However the dictionary definition is a lot wider and encompasses wilful lying. This is where I use the term since the absence of telling the truth is in effect lying and the absence of the evidence is akin to that.
      When it comes to an actual court case, the proper term is as you say, perverting the course of justice by hiding evidence.
