Well, conspiracy theories aside, I know that in some states recently arrived immigrants can be given the right to vote. But if you look at it, those states are usually solid blue states. They're already lost. Now, because the electoral college works in such a way, winning more votes in a state doesn't give more delegates once you have the majority.
