I doubt it, as the air conditioner just takes the energy from the engine sent by the alternator, I don’t think you can prevent critical overheating without the radiator
If you dont have a radiator no water can go through heater core so no heater and if you did and the engine overheated most likely the water pump failed

Lower powered engines use water cooling as well. A lot of 50cc 2 strokes use water cooling.
