I'm actually thinking that video game Speckles could make a good candidate for the Near Pure Evil Wiki. This here is not an actual proposal but it gives an idea of what I have noticed in the game and I honestly think he may qualify with the information I have gathered!
What Would Make Him Close to Being Pure Evil?
Although he is initially affable towards G-Force and does help them (specifically Darwin) throughout the game, this is only a facade as once he is revealed to be the mastermind behind Clusterstorm, he drops all affability and is perfectly fine with killing his former teammates (best shown in that once he notices Mooch has infiltrated the core, he simply says that there is "nothing I can't swat"). His true colors are also foreshadowed when after Darwin comes up with an idea to overheat the generator, he says that it could be too dangerous and that he "might not have enough time to get out of there". He didn't say this because he was worried for Darwin's safety but only because he didn't want Darwin to succeed in his plan. Unlike the film version where he is shown to have a genuine tragedy in that he lost his family to a group of human exterminators which was what ultimately turned him into a genocidal misanthrope who wants to avenge his family, the game version doesn't indicate him having a tragedy nor does it mention anything about his family. It is obvious that he only saw Leonard Saber as a scapegoat to frame the appliances attacks on to the point the FBI arrested him and took him back to their headquarters for interrogation. Once that happens, he sees no use for Saber anymore and sends his appliances to kill him even sadistically saying that he has "Mr. Saber's retirement plan all worked out". He even set up a trap for Saber tricking him into going onto the FBI HQ roof while pretending to be Darwin while the real Darwin tried to warn Saber of the trap at the same time. Unlike movie Speckles who eventually sees the error of his ways, video game Speckles doesn't redeem himself and is defeated as an unrepentant misanthrope. Even video game Darwin doesn't find video game Speckles sympathetic in any way outright saying that Speckles brought his own downfall upon himself.
    Heinous Standard
The only other "villains" in the game are Saber and the appliances. Saber is just an unwitting pawn in Speckle's master plan and the appliances, while they get a much larger presence in the game than in the film, they still suffer the same problems that their film counterparts also suffer from: moral agency issues in that they were specifically built to be killing machines and even then, no specific appliance stands out as they all lack characterization. With that said, Speckles really doesn't have that much competition.
Much like his film counterpart, video game Speckles had the same goal of destroying humanity with raining space junk which as the game shows, some bystanders noticed the space junk and began to flee as their camera footage cut out. Aside from the falling space junk, we actually get to see Speckle's robot appliances outright attacking humans throughout the game with numerous cutscenes showing humans being in danger because of said appliances. The attacks had gotten so bad that according to an anchorman, local authorities had strongly advised everyone to avoid being close to all electrical appliances until they can determine the cause of the attacks and prevent any more from happening. Of what I can see, Speckles does not suffer from fridge horror in any way and manages to pass the games' heinous standards with all of his crimes (while indirect) being shown onscreen.
What Would Prevent Him from Being Pure Evil?
Okay, so I was initially unsure if Speckles' line of dialogue at 0:41 in which he mentions that his motivation for wanting to destroy the human race is because humans have been abusing and harming moles was genuine or not but after some thinking, especially considering the tone of his voice while explaining to Darwin, I think that he genuinely cares about his species. However, unlike his film variation who not only is tragic because humans killed his family but also redeems himself after Darwin talks some sense into him (the main reason as to why his film version is Inconsistently Heinous), this version is never shown or implied to have a tragedy in any way and even if he did have the same backstory as his film counterpart, video game Speckles never mentions his tragedy and does not redeem himself unlike in the film. So yeah, nothing indicates the video game Speckles of ever being tragic nor does he even mention his family so we write off any care this version of Speckles may hold for his family or his tragedy being a motivation for his villainy since he never mentions either one of them, but him mentioning that he wants to eradicate humanity because they kill and abuse his species shows that video game Speckles cares about his species and it is humanity's abuse of his species that motivated him into being evil. However, I find this to be a minor prevention because he only mentions his care for his species once and once only.
    Verdict?
As I have stated before, this is not a real NPE proposal, but it is just something that I actually was thinking about typing for a while at this point. Just to give an idea of how Speckles video game version would probably fit on the moral scale.

For me, I would have wanted the G-Force game's final boss to be more like the Splatoon 2: Octo Expansion final boss in that you would scale/go around the outside of the "Clusterstorm Mech" searching for and destroying the weak spots. Though to make it a bit more exciting, instead of running through/climbing the mech, you would be zooming around at high speeds in an RDV making jumps off ramps, skidding across pipes on the mech's exterior and running over Saberling Appliance enemies while using the RDV to bash into the weak spots from the outside of the mech. When on the ground trying to avoid getting stomped on by the mech, there will be space junk falling down with red flashing markers on the ground informing the player where the space junk will fall as to make sure they avoid the red markers.
