I think prisoners should get to look after a horse and be responsible for him/her. Nothing makes a person more than a horse can
If they are "army" horses then why they showjumping
The army equitation school exists to promote Irish bred horses and they regularly compete in showjumping and 3 day events both in Ireland and elsewhere in the world up to Olympic level.

Because it's good public relations and the horse breeding industry brings in a great deal of cash to Ireland every years.
