I think the point of the MV is that we as humans we can't look at celestial beings (angels, seraphims, etc.) directly.. That's why there's another version of the MV titled "Human Ver.", without the crazy editing.
I think the editing was definitely an artistic choice. I've heard people say its because you aren't supposed to be able to look at angels for too long so its just flashes. They also released a 'human eye version' that is basically the same just without all the cutting. As far as the song is concerned this is currently my fav title track so far this year and its gonna be pretty hard to beat. The album is also just as good and brings back a lot of the familiar Loona sounds that we know and love.
