On an iPhone, iMovie or the Photos App. On android Adobe Rush. On a computer iMovie or Photos app for Mac. For PC I'm not sure. Davinci is free and good. It can do a lot of stuff. But not as simple as iMovie.
It has always been free for me, but maybe because I also have the creative cloud suite. Download it and find out. It won't charge you without asking you for your permission.

Is there a way to add a photo between photos? Like say add a picture between 7 and 8.
Yes upload and then drag the photo into the spot you want. ;)
