I think the difference in how it's enforced is definitely reflective of how seriously the countries are taking the whole situation. Ghana is being strict with arrivals to keep numbers low, which is why the arrival process seemed so much more complicated, the airlines were stricter with the masks, etc but the UK have been a mess and super lax with stuff so KLM have no incentive or reason to be strict with enforcing rules. Also GH don't have to be strict once you're leaving the airport cause lol it's not their wahala, you're leaving😂
