whoever uploaded this video would have to add the caption. But i can give a little explanation of what he is saying.

Tap your screen on the video... when the icons appear hit the settings wheel in upper right corner, then choose captions option, hit English.
If your phone shows a (CC) button after you tap the screen, just choose that. Its a shortcut.
