    I understood it with 2D Lotus but it can also be understood just like how the law of total probability works. Nice

    can some one post the math for the calculations here. it's not clear how he got the 1400.

      E(Y|X) is the mean of each town 160, 190 and 250, then Var(E(Y|X)) is a measure of how these three means vary with respect to the overall mean (200). Using the formula for the variance: (1/n)*Sum[(Xi - Xbar)^2] will give you the answer (1400)
