You may wish to review rules and regulations concerning car seats for toddlers in both Canada and the United States.

They never take it seriously. I just hope they don’t get caught by the cops for any other other reason. A child without car seat and they would be behind bars for child negligence and the child will go to foster care for years.
I am a PSW and work with the schools board so know a thing or two about child safety rules. When driving with kids, the child needs to be in a car seat until they are 8 years of age or if they meet the necessary height & weight required to be in an adult seat. The blatant disregard for their child's safety as well as others driving, especially on highways is appalling & risky. If you can't integrate with our society & learn it's ways or follow simple laws/ regulations, you should have not come here to birth your kid(s).
I've done my part by filing a complaint against both parents with Child Protection Services & Children's Aid Society of Toronto. I'm waiting to hear back from Toronto Police Services regarding the same as well as we are not sure if it falls under their jurisdiction.
P.s. the organizations have a complaint from on their websites if needed.

@@VirtualFamilyVlogs honestly I wouldn't have taken it further if it were any other place but I live in the city and drive frequently so it's a personal concern for me. And they are smart enough to figure out loopholes in birth tourism laws and regulations to take advantage of it. I'm certain they are aware of car seat regulations for their kid as well. They just choose to not be inconvenienced by it.
Also their child being a Canadian citizen is covered under Canadian safety laws. The parents are not Canadian citizens so they'll probably have to pay a fine (CAD $1000+) for child neglect & endangerment or will just be deported. Imprisonment and losing childs custody is very rare in such violations.
That being said OAS will watch them like a hawk going forward and will probably have it on their file forever. Hope they learn their lesson.
