You are right, but partly. Rossini is known to reuse themes from his other overtures. Just like academics citing their own previous works :)

Interesting that they used a rute on the bass drum. Love the effect. But Welser-Most is just way too busy. Beating in 4 throughout the Allegro? Why? It's distracting if anything IMO.
