India Saved 8 Billion Dollars Thanks to Russia | Know why it is so important | by Prashant Dhawan
Russian oil imports led to savings of $7.9 billion in the first 11 months of FY24. This helped the value of imported crude and products decline by 15.2 per cent. However, tapering discounts can widen the net oil import bill to $101-104 billion in FY2025.
China can buy crude oil from any sanctioned country because they are not quite dependent on the USA, whereas India currently needs USA's support on a lot of issues. Hence, it would not be advisable for India to buy oil from sanctioned countries (Russia is an exception because India and Russia have deep understanding on a lot of issues and India is dependent on Russian military hardware). Though, India can explore work arounds to bypass USA's sanctions.

On adding to this point last year United States Imports from China was US$448.02 Billion . USA is somehow dependent on China
If india actually has the power, it should negotiate atleast in the case of venezula.

We might have saved 8 billion dollars, that doesn’t mean we have been able to save enough. Two wars in oil rich nations (Russia-Ukraine and Israel-Palestine/Iran), piracy and continuous hijacking of merchant vessels are preventing us from saving even more. Plus, we are investing whatever little we have saved for developmental projects like infra, allocating budget for construction of new AIIMS, IITs and others, defence projects etc.
