There is no universal answer: players really like shields, they feel safe with them. I would say oathkeeper is very meta. The bard is very interesting in a duo with a shielder in a trial but a little more complicated to play in a dungeon but nevertheless strong enought. Soulweaver can do a bit of everything (solid shields, buff, big heals).
The devout is not very meta but I found him super strong in the imperial citadel: he can push back Yuan-ti abomination with "sun burst" on the first boss, provide big heals when the allies don't respect the mechanics where you have to move /stay still on and protect them from the "white noise" on the last boss with hallowed ground/astral shield. His weak point is the fact that he has less ability to buff offensively than other classes.
