Both should be banned. Any professional motorsports body would ban both. Riders can't take matters into their own hands. Throwing the sand bag is dangerous, and could cause issues for other riders.

So justice was not served the first guy who initiated the problem by intentionally crashing the second rider should have need red flagged arrested and charged with assault attempted murder of the other driver and every last spectator on the side lines. How can you allow the first rider to continue to complete after that blatant assault.
If you rewatch the video and slow it down, you will notice that the bumppie was bumpped right into a metal fence. Making that slung bag completely JUSTIFIED! Because he tried to injure him.
Best part is how he took off his helmet to mean this is personal, but had composure to calmly walk over, get a bag, and still just place it instead of swinging it wildly. Then start the slow I'm comming for you walk down the center lane.
