i have some confusion because fopen is also use to create a file
if a file is created then NULL is return or not.

after you say fopen you have to specify the action
like "a" for appending "r" for reading and "w" for creating or writing to a file. to perform all those actions we have to open the file by fopen.

Then how can it increase in the loop
And even we didn't declare ch as character....so how can it return character in printf statement??

the file pointer is set to increment by default, so no need to increment ch. and "%c" does the type conversion job to return a character

Actually when we have a condition in while (), this condition itself is calling the fgetc function. Now in each iteration of the while loop fgetc is called. An equivalent loop would be this:
while(ch!=EOF)
{
ch = fgetc(fp);
printf( "%c", ch) ;
}
After each iteration the fp is incremented and therefore we get character by character ascii value. For more info check out www.geeksforgeeks.org/fgetc-fputc-c/
